Many of the Trump changes to environmental policy have been achieved strictly using Executive Orders and regulation changes. These can just as easily be reversed by the Biden administration, so the fact that the Senate is controlled by the Republicans will not affect this process, except possibly via control of appointments.

Trump Executive Order on creating Schedule F in the excepted service- Have you heard whether this is on the Biden administration's radar? There is probably not much doubt they will undo it. But this is a very dangerous EO.
