So correct...in practice we encounter very little resistance during our programming in national parks.

Any chance non-NPS staff could access CLP?
Yes! They opened it up to the public last fall! Sometimes it's easier if someone from the NPS invites you, but you can make up an account and access almost all of it. I think you're blocked from the direct NPS staff training groups
